Constitution of the Pre-Vet Society @ Texas A&M University
Article 1: Name
The official
name of this organization shall be the Pre-Vet Society at Texas A&M
University.
Article II: Purpose
Section 1:
To provide an opportunity in which students who anticipate seeking
admission to the professional curriculum of the College of Veterinary
Medicine may survey the field of veterinary medicine and its possible
vocations
Section 2:
To provide information about the application and admissions process to
better prepare members for the application process into a college of
veterinary medicine
Section 3:
To provide a supportive social, academic, and recreational environment by
which closer association between pre-veterinary students may be obtained
Section 4:
To promote higher standards of character, leadership, scholarship, and
responsibility
Section 5:
To provide an avenue by which members may express ideas, concerns, and
opinions
Section 6:
To act as a liaison between pre-veterinary students and the College of
Veterinary Medicine
Article
III: Membership
Section 1:
Eligibility: Membership shall be open to anyone interested in any
aspect of veterinary medicine or in finding out more about the profession
Section 2: Dues:
a.) The officers shall, at the
beginning of each academic year, decide upon dues for the year and
semester based upon activities planned for the year
b.) Payment of the dues shall be
completed by the third meeting of the semester to the treasurer
c.) If a financial issue prevents
one from paying dues, one shall speak with one of the officers so an
accommodation may be made
d.) Past and current officers
shall be granted an honorary membership for their term of service and for
one year following their last term of service
Section 3:
Membership: Members must complete the following to be considered
“active”:
a.) Pay dues by the set deadline
b.) Attend a one-on-one session
with any officer each semester
c.) Accrue a total of 36 points
from the following:
- Meetings (4 pts/meeting)
- Community Service (2 pts/hour)
*Community Service may not exceed
20 points (10 hours)
- Socials/Events/Field Trips (2 pts/event)
Article IV: Discriminatory Conduct
The Pre-Vet Society at Texas
A&M University shall abide by the University anti-discriminatory conduct
policy and shall not tolerate
discrimination of any sort by any member, officer, advisor, or other
participant in this organization.
Article V: Organization
Section 1:
Executive Officers: the Executive Officers shall be the President,
Vice-President, Secretary, Treasurer, and Historian
Section 2:
Meetings:
a.) Regular meetings
shall be held as decided by Executive Officers and advisors
b.) Special meetings
shall be called by the President and/or advisor(s) whenever such action is
necessary
c.) There shall be no
meetings during dead week or finals week
Article VI: Executive Officers
Section 1: The duties
of the Executive Officers shall be to:
a.) Meet the week before the
Society meeting to prepare the agenda for all Society meetings and to
discuss any business at hand
b.) Coordinate group activities
and schedule the calendar of events for each semester
c.) Ensure that all committee
projects and programs undertaken by the Society meet the requirements and
limitations placed on them by the University
d.) Provide for the well being and
organization of the Society
e.) Annually review the
Constitution for the Society and ensure that the Constitution remains
current by preparing amendments and statutes as the need arises
f.) Attend all meetings, be
available before and after meetings for members’ questions, and attend the
majority of the Society’s activities during the term of office
g.) Establish communication among
each other, the advisor(s), and all members
h.) Maintain the recognized status of the Society as defined by the
Department of Student Activities.
Section 2:
Eligibility
The officers of this organization must meet the following
requirements:
a.) Have a minimum grade point
ratio (GPR) as stated below and meet that minimum GPR in the semester
immediately prior to the election/appointment, the semester of the
election/appointment and the semesters during the term of office. For
undergraduate students, the minimum GPR is 2.00. In order for this
provision to be met, at least six hours (half-time credits) must have been
taken for the semester under consideration. In one limited circumstance,
summer semester hours may be applied to this provision. In order for
summer coursework to qualify toward a grade point ration prior to
election/appointment, at least six credit hours must have been taken
during the course of either the full or two summer sessions(s). For
graduate level students the minimum GPR is a 3.00. In order for this
provision to be met, at least four hours (half-time credits) must have
been taken for the semester under consideration. In one limited
circumstance, summer semester hours may be applied to this provision. In
order for summer coursework to qualify toward a grade point ratio prior to
election/appointment, at least four credit hours must have been taken
during the course of either the full or two summer sessions(s) unless
fewer credits are required as they complete the final stages of their
degree.
b.) Be in good standing with the
university and enrolled: at least half time (six or more credit hours), if
an undergraduate student (unless fewer credits are required to graduate in
the spring and fall semesters) during the term of office, and at least
half time (four or more credits), if a graduate level student (unless
fewer credits are required in the final stages of their degree as defined
by the Continuous Registration Requirement) during their term of office
c.) Be ineligible to hold an
office should the student fail to maintain the requirements as prescribed
in (a) and (b)
Section 4:
Elections:
a.) Voting in any poll or election
shall be accomplished by secret ballot. If this process is appealed, a
proposed procedure may be used instead, pending agreement of a two-thirds
majority of the membership present
b.) Nominations for officers shall
be held at the meeting prior to elections. This will enable current
officers to verify eligibility and involvement
c.) Candidates running for office
must be current members of the Pre-Vet Society. A current member is
defined as one who is active for the semester in which the election occurs
d.) The Executive Officers shall
be elected at the third-to-last general meeting of the Spring Semester and
shall assume responsibility for the final meeting
e.) The Executive Officers may
vote, with the exception of the President, who will cast the deciding vote
in the event of a tie
f.) Elections will be determined
by a plurality of votes by members in attendance; a plurality is defined
as the person receiving more votes than all other candidates running for
the same office.
g.) All candidates will be
responsible for presenting their own platforms in campaign speeches and
shall be subject to questions posed by the current officers and members
before balloting.
h.) There shall be no pre-meeting campaigning of any kind
i.) After tabulations, results
shall be announced
j.) Ballots and tallies will be
retained by the Secretary for one calendar week at which time they will be
destroyed
k.) Officers-elect shall become officers once they achieve active
membership in the semester of elections
Section 5:
Vacancies
a.) Upon vacancy of the
President’s position, the Vice-president shall assume the position of
President
b.) Upon vacancy of an Executive
Office, excluding the President’s, replacement will be by nomination (with
a minimum of two nominations) by the Executive Officers and confirmation
of a simple majority defined as half the number of the attendance plus one
c.) Any Executive Officers with
the knowledge of a future vacancy must inform the other officers
immediately or within at least two weeks of vacancy
Section 6:
The duties of the President shall be to:
a.) Represent the Society at
necessary functions on campus and in the community
b.) Call and preside over all
meetings of the Society
c.) Handle all matters pertaining
to the general welfare of the Society not otherwise specifically
designated
d.) Appoint special committees
when necessary for the administration of the office
e.) Delegate responsibilities as
deemed necessary for the administration of office
f.) Promote excellence,
coordination, organization, and communication among the Executive Officers
g.) Ensure that all advisors are
informed about Society events
h.) Abide by the duties designated
the Executive Officers
i.) Attend the Student Finance
meeting
j.) Reserve the MSC Open House
table for Fall and Spring Semesters
k.) Coordinate field trips, voted
upon by Society members, each semester
l.) Appoint at least one Student
Advisor (if possible) from the Vet School
Section 7:
The duties of the Vice-President shall be to:
a.) Assume the powers and
responsibilities of President upon his/her absence
b.) Delegate responsibilities as
deemed necessary for the administration of the office
c.) Be responsible for all
intramural sports activities
d.) Publicize meetings and
activities (sandwich boards, flyers, and Battalion
announcements)
e.) Abide by the duties designated
to the Executive Officers
f.) Coordinate volunteer
activities
Section 8:
The duties of the Secretary shall be to:
a.) Keep the society files and
have them conveniently arranged so that other Executive Officers and
chairpersons will be able to take full advantage of the information
contained therein
b.) Keep a permanent record of all
Society proceedings
c.) Prepare a membership roster at
the beginning of each semester and give a copy to each Executive Officer
d.) Keep a record of attendance at
Society functions and print an active list based on attendance and
participation at the end of each semester to be kept in file
e.) Print a newsletter/agenda for
each meeting, which will serve on file as the minutes for that meeting
f.) Be responsible for Society
correspondence
g.) After consulting the
President, delegates responsibilities as deemed necessary for the
administration of the office
h.) Keep current list of meeting
attendance, volunteer hours, and cubicle sessions
i.) Abide by the duties
designated to the Executive Officers
j.) Keep the Executive Officers
informed as to pertinent committee proceedings
Section 9:
The duties of the Treasurer shall be to:
a.) Execute all money matters of
the Society and keep the necessary records on income and expenditures
b.) Prepare and maintain a budget
with the cooperation of the other Executive Officers and advisor(s)
c.) Collect dues and keep a record
of paid members
d.) Pay all Society bills and
deposit all Society receipts in the MSC Student Finance center
e.) Abide by the Student
Organization Finance Center’s regulations and requirements
f.) Obtain approval for all
Society activity expenditures from the President and advisor(s)
g.) Print a complete financial
record of the Society to be kept on file
h.) Abide by the duties designated
to the Executive Officers
i.) Coordinate ordering,
selling, and inventory of Pre-Vet apparel
j.) Attend the Student Finance
Center meeting at the beginning of the year
k.) Pay Koldus for the cubicle at the beginning of the year
Section 10:
The duties of the Historian shall be to:
a.) Ensure that pictures are taken
at all Society events
b.) Serve as or appoint the
position of photographer
c.) Prepare an online scrapbook of
all Society activities and functions and an end-of-year slideshow
d.) Abide by the duties designated
to the Executive Officers
e.) Designate officer to provide
refreshments at necessary Society meetings and functions
f.) Maintain organization of the
cubicle
Article VII: Impeachment and/or Removal from Office
Section 1:
Impeachment and removal of Executive Officers
a.) A breach of this constitution
shall be grounds for impeachment
b.) An Executive Officer may be
impeached for not complying with the attendance requirements established
by the Society or not maintaining the required GPR
c.) A special meeting composed of
officers and advisors shall be called to discuss the breach of the
Constitution with the officer in question present
d.) There shall be a two-week
trial period in order for the officer in question to improve upon his/her
performance
e.) Upon a
three-fourths majority vote of all
other Executive Officers and advisors, an Executive Officer shall be
removed, subject to the approval of the primary advisor
f.) Impeachment and removal of
an Executive Officer may be overruled by a petition containing the
signatures of at least two-thirds of active Society members
Section 2:
Removal of members:
a.) A member may be removed for
behavior that is detrimental to the Society and its members
b.) A special committee composed
of officers, advisors, and the member shall be called to review the
conduct of the member in question
c.) A two-thirds vote of Executive
Officers and approval of the advisor(s) is required to remove a member
d.) Removal of a member may be
overruled by a petition containing the signatures of at least two-thirds
of active Society members
Article VIII: Banking
All monies belonging to this
organization shall be deposited and disbursed through a bank account
established for this organization at the Student Organization Finance
Center and/or the Fiscal Office. All funds must be deposited within 24
hours after collection. The advisor to this organization must approve and
sign each expenditure. A minimum of one-hundred dollars shall be left in
the bank account at the conclusion of the academic year.
Article IX: Advisor
Section 1:
There shall be at least one faculty advisor who meets with the
approval of the Society’s members
Section 2:
The Executive Officers shall choose an advisor from among the faculty
of the College of Veterinary Medicine
Section 3:
There may be at least one student advisor selected in addition to the
advisor from the College of Veterinary Medicine to serve at least one
academic year
Section 4:
The advisor(s) responsibility shall be to provide council and advice to
the Executive Officers and general membership, as well as to serve as a
link between the students and the faculty
Article X: Amendments
Section 1:
Amendments to this Constitution may be proposed at any time, in
written form, to the Executive Officers by any Society member
Section 2:
The Executive Officers shall consider the proposed amendment and vote
whether to submit it as an amendment worthy of Society referendum
Section 3:
The President shall propose and read worthy amendments at the next
general meeting
Section 4:
Vote on the amendment shall be at the general meeting following the
reading and shall be decided on a simple majority
Section 5:
This constitution is subject to review by the Department of Student
Activities annually and/or when it is needed.
Article XI: Ratification
Section 1:
This Constitution shall be ratified by the Executive Officers and
approved by the primary advisor
Section 2:
Any ratification should reflect the goals of the Society and should be
in the best interest of the membership
Section 3: This
Constitution shall become effective immediately upon ratification
Section 4:
No provision of the Constitution shall be presented contrary to the
rules and regulations of Texas A&M University
